`POST /v1/topups`

- `amountUsd` ≥ 25.00 USD และ ≤ จำนวนสูงสุด (ค่าเริ่มต้น 10,000.00): `422` บน `amountUsd` มิฉะนั้น
- `coin` + `network` ต้องเป็นหนึ่งใน `GET /v1/catalog/coins` (มิฉะนั้น `409 coin_unavailable`)
